Turning France-Ireland opportunities into workable programmes

Jumelages & Languages provides modular services to local authorities, educational institutions, cultural organisations, associations and businesses. A service is a type of work J&L offers; a mandate is the paid commission through which a client engages one or more of those services. Mandates may be combined or extended in successive stages as a project develops.

Opportunity assessment

A focused review of a proposed exchange or cooperation idea: its relevance, prospective participants, practical requirements, risks and realistic next steps.

Partner Search

Identification and approach of suitable organisations in France or Ireland, based on compatibility of objectives, audiences, capacities and territorial context.

Programme design

Development of a clear programme with defined activities, participants, responsibilities, timetable, expected results and conditions for delivery.

Funding package

Identification of suitable funding and support mechanisms, assessment of eligibility, preparation of the project’s funding logic and assistance with the required application materials.

Integrated project development

End-to-end development of a France-Ireland programme, combining partner engagement, programme design, funding preparation, planning and coordination under one defined mandate.

Implementation support

Practical support once a programme proceeds: coordination between participants, timetable monitoring, preparation of activities, issue resolution and follow-up on agreed results.


How a mandate works

  • Initial discussion — We clarify the intended outcome, existing contacts and principal constraints.
  • Agreed mandate — J&L proposes a defined scope, deliverables, timetable and fee.
  • Delivery and continuation — J&L completes the agreed work. Further services may then be commissioned through an additional or extended mandate.

Fees depend on the complexity of the project, its geographical scope, the number of organizations involved, and the level of coordination required.

You may approach Jumelages & Languages with an established programme, a prospective partner or simply a well-defined objective. The initial discussion determines whether the idea is viable, what work is required and whether J&L is the appropriate organisation to undertake it
